ACA back in the media getting focus on Residence-based taxation (RBT) up on Capitol Hill

The tax policy media, recognizing ACA as a long-standing expert on expat tax reform, is coming to us for updates on Residency-based taxation (RBT).  ACA Executive Director was quoted in Tax Notes on August 13, 2025, and now again in Politico Pro's Morning Tax newsletter dated August 14, 2025.  Politico Pro is a publication widely read in Washington, D.C. by lawmakers, tax advocates and those involved in tax reform.  Having coverage at this level for RBT and Congressman LaHood's legislation, Residence-Based Taxation for Americans Abroad Act (H.R. 10468), is essential for guaranteeing success.

The House and Senate have both adjourned for the August district work period, but this does not mean that Congressional work on legislation is not happening, and ACA is there front and center,” said American Citizens Abroad, in a statement.

Marylouise Serrato, the executive director of the group, told Morning Tax that part of its task is “socializing” legislation that would allow American expatriates to be taxed on income and gains derived only from U.S. sources. Currently, expats and so-called Accidental Americans — who may have been born in the U.S. but have few, if any, ties to the country — are taxed on their worldwide income and gains, even if they’re taxed by other countries…

…ACA sees several possible avenues for the legislation: a government funding bill, another round of reconciliation legislation, year-end bipartisan tax legislation and legislation that may address Trump’s idea of creating a $5 million super-visa for wealthy foreigners.

“We’re looking for any opportunity available,” Serrato said.
