The Digital SAT What’s New and How to Prepare for It

A Webinar for 9th -11th Graders and Their Parents

In January 2022, the College Board announced that the SAT would “go digital” for American students starting in March 2024. (The SAT debuts internationally in March 2023.) In addition to the change in format, students will encounter different types of Reading and Writing questions and two Math modules that require use of an online calculator and new placement of various question types. In short, big changes are happening to this perennial rite of passage for adolescents not just in the United States, but globally, as well. In this webinar, test prep tutor and President of Crimson Coaching Dr. P. (Dominique Padurano, Ph.D.) explains how the new SAT differs from the version offered since 2016 and suggests several ways that students should – and should NOT – prepare for it.

Learn about the two non-profit, non-partisan organizations headquartered in Washington, DC that are advocating 24/7 on behalf of US citizens living and working overseas. Hear about ACA's advocacy on the important issue of tax reform, adoption of Residence-based taxation (RBT) legislation and other regulatory efforts.  ACA is pushing for Congress to hold hearings on all the tax and compliance issues facing US citizens living overseas; not only on taxation and compliance issues but investment limitations and banking lock-out, both on the individual level and for small US businesses overseas.  It is only with hearings that Congress can begin the legislative and regulatory work to address the complex issues facing the community.

TAXES! American Citizens Abroad want Residence-Based Taxation - ep.186 with Marylouise Serrato

When it comes to taxes, did you know that American citizens who live abroad have to file taxes in their country of residence AND the IRS wants them to also file taxes in the USA? This is called CITIZEN-BASED TAXATION, and the USA is one of only two nations that tax their citizens in this way. Many of these American Citizens who live abroad own no property or assets in the United States, and have no connection to the USA other than their citizenship.

How about RESIDENCY-BASED TAXATION?

The non-profit organization American Citizens Abroad has done some research on this taxation issue, and Marylouise Serrato speaks with me about it in this episode.

July 15, 2022 - ACA announced the creation of the Western Canada Chapter of American Citizens Abroad.

On July 15, 2022 ACA held its first meeting of the Western Canada Chapter of American Citizens Abroad.  Chapter Chairs Erin and Luke Ronsse and ACA management: Charles Bruce, ACA Legal Counsel, and Marylouise Serrato, ACA Executive Director, spoke about ACA's current advocacy efforts in Washington, DC and heard from US citizens living and working in Western Canada about their issues and concerns. ACA Country Chapters serve to informally bring together Americans living overseas who want to share their experiences, issues and concerns and to make these issues known to ACA for policy formulation purposes. Chapters hold informal on-site and virtual “get-together” meetings and networking events and July 15th was our kick-off meeting for the Western Canada Chapter.

July 7, 2021 - American Citizens Abroad Global Foundation Free Webinar "Parting the Veil: Analyzing the Revenue Effects of Residence-Based Taxation (RBT)"

An in-depth presentation on analyzing the revenue effects of RBT.

A move is afoot to enact Residence-Based Taxation (RBT) in lieu of Citizenship-Based Taxation (CBT). CBT taxes US citizens on their worldwide income no matter what – regardless of where they reside, where they work or where their income originates. Under RBT, individuals who truly reside in a foreign country would not be taxed by the U.S. on their foreign income, only on their U.S. income. RBT is the approach used by every other industrialized country.

In late 2017, American Citizens Abroad Global Foundation (ACAGF) published an analysis by District Economics Group (DEG), Washington, DC, of the revenue effects of a RBT proposal. ACAGF and DEG are currently expanding and updating this study to assist with enactment of RBT.

Charles Bruce, Legal Counsel, American Citizens Abroad, and Chairman, American Citizens Abroad Global Foundation, and Mike Udell, Founder and Managing Member of District Economics Group, discussed development of the baseline data and revenue estimates for RBT and why revenue neutrality – not costing the government anything to implement – is so important.

There is near consensus that an RBT bill would have to be revenue neutral, tight against abuse and such that no one is seriously worse off than under existing rules. Is this possible? What are key features which could make this successful? How difficult would it be to draft? What are the likely “fissures” in the affected population? What would things look like “at the end of day”?

“The key to RBT is the numbers. They are like the buttons on a pinball machine; if you don’t know the scores attached to the buttons, you don’t know what you’re doing,” said Charles Bruce.

“Analyzing the numbers and arriving at revenue estimates is not a simple exercise,” commented Mike Udell. “Among other things, it plays-off baseline projections prepared by the Congressional Budget Office (CBO) and scrutinized by the Treasury Department. These are extremely large sets of data.”

Charles Bruce is an international tax attorney in Washington, DC, London, and Lausanne. He was formerly Counsel to the U.S. Senate Finance Committee.

Mike Udell, before founding DEG, worked at the IRS estimating the tax gap using the Taxpayer Compliance Measurement Program data and continued at the Congressional Joint Committee on Taxation (JCT), providing revenue estimates of federal tax legislation. At JCT, he worked closely with the Congressional Budget Office to coordinate the JCT’s micro-simulation model for individual income taxes with several of the CBO’s economic models. He is a former senior manager at Ernst and Young LLP. He earned a B. A. from the University of Pennsylvania and a PhD from Caltech.

October 29, 2020 - London Town Hall 

ACA Board Member Mike Larsen and the rest of ACA UK hosted our Annual Town Hall.  Due to the ongoing pandemic and government restrictions, this year’s Town Hall was conducted virtually. 

ACA Legal Counsel Charles Bruce joined from Washington D.C. with updates on DC advocacy, the CARES Act, proposed new COVID legislation, voting and Residency-based taxation (RBT) efforts.  ACA presentation*.

Jack Leuchtman, Regional Federal Benefits Officer Supervisor at the US Embassy in London, gave an overview of the range of Social Security services available to American citizens living in the UK.  Jack Leuchtman presentation*.

An Introduction to American Colleges, Universities, and Applications:
A Webinar for Parents and Students with Dr. P (Dominique Padurano, PhD)

American post-secondary education differs drastically from its counterparts elsewhere around the world.  In the first half of this webinar, college application coach and President of Crimson Coaching™, Dr. P. (Dominique Padurano, Ph.D.) described the United States’ varied system of colleges and universities, as well as the general application process.  During the second half of the webinar, Dr. P. counseled students and parents on what to do during each year of high school in order to best prepare themselves for the application process during senior year.

Michael Littaur from Americans Overseas shared information and tips on getting your US tax filing obligation done and receiving the $1,200 CARES Act check.

ACA participated in a webinar hosted by Dunhill Financial looking at how to overcome the real and perceived hurdles for US tax payers resident in the UK, to efficiently plan their finances and invest, without tripping up along the way.

Event speakers included Nathan Prior, Partner and Head of International (Partners Wealth Management), Brian Dunhill (Dunhill Financial), American Citizen Abroad and Gillian Everall from (EverFairTax).  ACA discussed the many issues that face American expats living in Italy, how ACA can help and ACA’s current advocacy work in Washington, DC.

  • Lobbying efforts in DC & support services offered by American Citizens Abroad

September 23, 2020 - American Club Brussels, US Expats Financial Forum

ACA participated at the Expat Information Web Fair organized by ING

A panel of experts discussed US Social Security, financial planning, US taxes and Expats banking and insurance.

SPEAKERS INCLUDED:

  • Brian Dunhill - Brian is a Financial Planner with a core emphasis on concentrated positions, and retirement planning for predominantly American Expatriates. Brian is the former President of the American Club of Brussels, sits on the board of the Sharkey Foundation and on the Advisory Committee of the ACA.
  • Carl Mir - Carl is an accountant working within several corporations throughout his career. He has been involved in US income tax preparation and reporting for several years both at H R Block and independently. Carl lives to Belgium and is assisting the American expat communities throughout Europe. 
  • Marylouise Serrato was born and raised in San Francisco, California. In 1994, she moved to Brussels, Belgium and in 2001 to Geneva, Switzerland.  Marylouise joined ACA in 2002 and in 2010 became Executive Director. In 2012, ACA moved its headquarters and the office of the Executive Director to Washington, DC where Marylouise has been directing the management and operations of the organization. 
  • Michael Langton - Michael is a Sales Manager of Praemium International Limited based in Jersey.  Michael will be presenting Praemium's platform and how their US Taxpayer Service enables US Persons to invest via SEC-regulated investment managers, whilst providing comprehensive, transparent tax reporting in accordance with the latest IRS requirements. 
  • Dave Deruytter - Dave is the Head of Expatriates, Non-residents & Privilegio at ING Belgium, the Belgian subsidiary of the ING Group, an international banking company. He joined BBL/ING in 1985 and has held a number of functions in different areas of international banking business. Dave is always up for a discussion on international mobility, creativity and entrepreneurship as well as Asia, where he lived and worked for 8.5 years.
  • Gregory Goossens - Gregory graduated in law in 2004 from the University of Antwerp and graduated in 2005 as a Master in Tax Law. After a short career as a tax consultant, he moved to become an attorney in 2006. Gregory is specialized in tax law, with a focus on negotiating with the tax authorities and defending clients' interests in tax disputes in court proceedings. He advises private individuals and companies on all aspects of taxation. His special attention and interest goes to international taxation and global mobility.
