Expatriates step up push for tax hearings

"An advocacy group for American expatriates is launching a campaign to convince Congress to hold hearings on tax issues affecting the estimated 9 million U.S. citizens living and working abroad.

The online petition effort by American Citizens Abroad targets members of the House Ways and Means Committee, along with lawmakers in general, the group said today in announcing the push.

ACA and other expat groups have been urging Congress to address numerous tax issues, including how income earned abroad is taxed, compliance with the Foreign Account Tax Compliance Act, and the treatment of "accidental Americans" who have little or no historic ties to the country but are swept up in its tax system.

"The campaign asks supporters to use ACA's online appeal to tell Congress that it must hold hearings on the wide range of tax compliance issues for Americans overseas," the group said in a statement. "ACA compares its modern day struggle for tax fairness with that of the founding fathers, who simply wanted what was fair and equitable for taxation of its citizens."

ACA has particularly advocated a shift to residency-based taxation, under which expatriates would pay taxes only on income from U.S. sources, including trade and business. They currently are taxed on their worldwide income.
