American Citizens Abroad Pushes Ending Double Taxation with Tax Bill Headed to Senate

 

American Citizens Abroad (ACA) advocacy will continue its focus on Senate inclusion in the “Big Beautiful” tax bill of a provision to move the U.S. to a system of residency-based taxation. “We continue to meet with Senate offices and receive positive feedback,” said Marylouise Serrato, Executive Director of ACA.

ACA is bringing Americans from overseas to Capitol Hill in early June to explain the challenges of the current double taxation policies of the U.S. Internal Revenue Service Code.

“We are confident we can pass legislation that moves the U.S. to a residency-based taxation system that can be revenue neutral and tight against abuse before the next elections,” continued Serrato.

ACA’s model projecting the revenue impact of moving to a residency-based taxation system shows it won’t cost the U.S. treasury or add to the deficit.

“We are being vigilant across the board on these tax bills. We are also working to analyze and mitigate any negative impacts of provisions like the new remittance taxes for international funds transfers by Americans,” said Serrato. “There is likely to be one or two more bills, under reconciliation or stand alone, that will have major implications for our members,” she concluded.
