ACA Submits Comments to the U.S. Election Assistance Commission Regarding Proof of Citizenship Requirements for Voter Registration
On October 20, 2025, ACA submitted comments to the U.S. Election Assistance Commission regarding proof of citizenship requirements for voter registration and its effects on U.S. citizens voting from overseas.
"For over 40 years, the UOCAVA system of voter registration and voting by absentee ballot has shown itself to function well. Introducing documentary proof-of-citizenship requirements without the creation of appropriate, secure technological infrastructure would endanger voters and the electoral process. The rights of U.S. citizen voters overseas must be guaranteed, and systems should not be implemented that impinge on this right. These are law-abiding U.S. citizens who contribute to their country’s success and security through their work abroad and they have a Constitutional right to a voice in their government."
