ACA update on bicameral support for RBT
ACA recently had multiple meetings on Capitol Hill and can confirm a bicameral effort for reintroducing Rep. Darin LaHood’s residency-based taxation bill for the 119th Congress this year.
Senator Todd Young’s office is coordinating with Rep. LaHood’s office to update the December 2024 "Residence-Based Taxation for Americans Abroad Act" (H.R.10468) and introduce complementary bills in the coming months that move the U.S. to a system of residency-based taxation.
We are undertaking multiple efforts to increase the chances of success for a new bill and show ACA’s support.
- Following the release of updated legislative text, we will coordinate with the RBT bill Sponsors and promote the bill in meetings with members of both parties in both houses of Congress.
- We are enlisting professional tax analysts to estimate budget “scores” for an updated bill and potential amendments or changes offered.
Our 2025/26 calendar includes a range of member briefings, a research project and ACA-PAC activity.

Upcoming ACA member events will include:
- A presentation by a political pollster – it’s never too early to talk mid-terms.
- Briefings by Senate office staff – we are scheduling discussions for members with current and former tax counsels.
- ACA Global Foundation will be polling our members on additional federal issues affecting Americans abroad and their access to services.
- The ACA-PAC will continue engaging and donating to members on the Hill supportive of our issues.
