Why now is the time to reform tax policy for U.S. citizens abroad
There is Presidential support for ending double taxation of U.S. citizens overseas.
Congress will continue to work on tax legislation this year and into next year. Not all Congressional tax provisions were included in the One Big Beautiful Bill (OBBB), so more work is needed and more legislation will come.
Congressman LaHood’s Residence Based Taxation for Americans Abroad (RBT) legislation is the basis for change and will be reintroduced this year. The tax writing committees are actively working on "scoring" the legislation for a revenue cost. This is an important step for reintroduction.
Senator Todd Young’s office is coordinating with Rep. LaHood’s office to update the December 2024 "Residence-Based Taxation for Americans Abroad Act" (H.R.10468) and introduce complementary bills in the coming months that move the U.S. to a system of residency-based taxation.
There is awareness in Congress and with the Administration that tax policy for U.S. citizens overseas needs a fix. Congressman Hurd introduced legislation to exclude Pope Leo from U.S. taxation, and new VISA proposals offer exclusion of U.S. taxation on foreign income for non-U.S. citizens interested in these proposals.

ACA Global Foundation's new research report will be used in meetings with the Congress and Administration to help education on RBT modeling and the cost for RBT legislation.
ACA is working with advocacy groups that support RBT legislation in Washington, DC and working with them to amplify the need for RBT.
ACA is regularly quoted in the media and is running op-eds on the merits of RBT for citizens and businesses.
ACA has access to and working with tax policy stakeholders in Washington, DC.
ACA is using its RBT modeling to demonstrate how to minimize or eliminate any costs/achieve revenue neutral.
ACA is hosting member webinars and seminars to educate our membership and increase support for tax reform.
