The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) of 1986 allows U.S. citizens living to register and vote from abroad. U.S. citizens who want to register to vote from overseas can fill out a ballot using the Federal Post Card Application (FPCA), which they submit it by mail or, in some states, by fax or email, to their local election offices. In some states, Americans who live overseas can also register to vote by using their state’s mail registration form or online registration portal.

There have been several legislative efforts to ensure voting integrity however, most have not addressed the issues that U.S. citizens overseas may encounter. The  Safeguard American Voter Eligibility Act (SAVE Act, H.R. 22/S. 128), will require in-person proof of citizenship in order to register to vote in U.S. elections. The SAVE Act risks disenfranchising U.S. citizen voters overseas who register to vote online and vote via absentee ballot. ACA, along with other organizations, has signed a letter to Congress letting them know about our concerns for overseas voters. ACA, along with other advocacy organizations, also wrote to Congress about our concerns with the PROVE Act which could disenfranchise overseas voters by requiring them to provide a U.S. residential address and the recent MEGA Act ACA Submits Statement for the Record on House Administration hearing of February 10, 2026, entitled "Make Elections Great Again: How to Restore Trust and Integrity in Federal Elections" - American Citizens Abroad

Please contact your Representatives in Congress and let them that voting rights for U.S. Citizens living and working overseas must be preserved and guaranteed.
